USDA announces senior staff promotions and appointments

These leaders bring extensive experience and expertise to their new positions.

The U.S. Department of Agriculture (USDA) has announced several key promotions and new appointments to senior staff positions in Washington, D.C. These individuals bring extensive experience and expertise to their new roles, further strengthening the department's leadership team.

Eric Deeble Promoted to Deputy Under Secretary for Marketing and Regulatory Programs Eric Deeble has been promoted to Deputy Under Secretary for Marketing and Regulatory Programs. Previously, Dr. Deeble served as Acting Deputy Under Secretary for Marketing and Regulatory Programs and Deputy Assistant Secretary for the Office of Congressional Relations at USDA. He has also held positions at the National Sustainable Agriculture Coalition and as a Senior Policy Advisor for Senator Kristen Gillibrand. Dr. Deeble holds a Veterinary Medical Doctorate from the University of Pennsylvania and a Bachelor of Arts in Anthropology and Biology from Rutgers University.

Cindy Long Promoted to Deputy Under Secretary for Food and Nutrition Service Cindy Long has been promoted to Deputy Under Secretary for Food and Nutrition Service (FNS). Long has extensive experience with FNS, having served as Administrator and Deputy Administrator for Child Nutrition Programs. She played a key role in implementing the Healthy, Hunger Free Kids Act and has worked to support stronger supply chains for local and regional producers. Long holds a master’s degree in public policy and economics from Princeton University and a bachelor's degree in economics from the University of Notre Dame.

Sean Babington Promoted to Deputy Chief of Staff in the Office of the Secretary Sean Babington has been promoted to Deputy Chief of Staff in the Office of the Secretary. Babington previously served as Senior Advisor for Climate in the Office of the Secretary, advancing the Biden-Harris Administration’s climate agenda. He has also worked as Senior Professional Staff on the U.S. Senate Committee on Agriculture, Nutrition, and Forestry and as Senior Policy Advisor for Energy and Natural Resources for Senator Michael Bennet. Babington holds a master’s degree in policy management from Georgetown University and a bachelor's degree in geography and environmental studies from the University of Colorado at Boulder.

Andrew Dinsmore Appointed Maryland and Delaware State Director for Rural Development Andrew Dinsmore has been appointed Maryland and Delaware State Director for Rural Development. Dinsmore brings 14 years of experience working with Senator Chris Coons to serve Delawareans. He studied history and art history at Kenyon College and has worked extensively on economic and private sector issues, transportation, utilities, housing, and arts and culture. Dinsmore also focused on appropriations priorities and supporting Congressionally Directed Spending applications.

Pam Monetti Appointed Illinois State Director for Rural Development Pam Monetti has been appointed Illinois State Director for Rural Development. Monetti joins USDA from Globe Life Insurance Company, where she served as a Public Relations Marketing Specialist. She has also worked for the Illinois Department of Transportation as a Local Community & Safety Liaison and as a Staff Assistant for former U.S. Representative Phil Hare. Monetti holds a master’s degree in public administration and a bachelor’s degree in political science from the University of Illinois Springfield.

These appointments and promotions reflect the USDA’s commitment to strengthening its leadership team and advancing its mission to serve American agriculture and rural communities.
