Morocco sets rules for importing rendered products for pet food

USDA has reported that Morocco has issued a new code of procedures for the importation of animal meal, which previously had no established framework. USDA noted the regulation now permits the use of animal meal in dog and cat food, opening opportunities for broader applications of rendering products in other animal feeds.

The new regulations stipulate that establishments must be individually authorized by the Moroccan Food Safety Authority (ONSSA) for the exclusive preparation of dog and cat food. These establishments must comply with specific conditions outlined in the code of procedure.

Import prerequisites include a preliminary assessment by ONSSA of the country of origin, which encompasses the production and certification conditions of animal meals. The list of countries and establishments authorized to export animal meals to Morocco will be published on the ONSSA website. Import applications must include detailed documentation, such as a self-monitoring program and technical sheets specifying manufacturing methods and incorporation rates.

Risk management and control measures require enhanced control by veterinary services for establishments using imported animal meals. A health control plan and specific traceability procedures must be established and validated by the veterinary service. Import control at border inspection posts involves a four-step process: documentary, identity, physical and analytical control.

Operators are responsible for ensuring that imported animal meals are used exclusively for the production of dog and cat food within their authorized establishments. Non-compliance may result in the immediate withdrawal of the establishment’s authorization.

USDA noted the new regulation is a significant development in the pet food manufacturing industry for the country. These measures aim to enhance product safety, traceability and quality, fostering a more robust and regulated market for pet food products in Morocco.
